Information for Property Owners and Managers

The ban on landfill disposal of recyclable materials applies to all residential buildings in the region, including apartments, condominiums, townhouses, strata complexes, and mobile home parks.

RDN Bylaw 1531 makes both properties that generate waste and waste haulers responsible for separating banned materials from their refuse. To comply, all multi-family complexes must have system in place to separate and store recyclable materials for hauling to a licensed facility or depot.

Enforcement is being phased in. Waste haulers and generators will be subject to fines for loads containing banned materials taken to RDN Solid Waste Facilities.

Costs to expand recycling systems

Costs to expand recycling services depend on the equipment used, volumes, and frequency of collection. Please contact your waste hauler for details.

Food and organic waste collection
Future landfill bans may include residential food waste. Several multi-family buildings have implemented food waste collection programs. Multi-family owners and managers should contact their waste hauler to determine the suitability of introducing food waste collection in their building.

Other landfill ban materials affecting multi-family dwellings

The RDN has a policy of banning industry-led Provincial Product Stewardship program materials from landfill disposal.
