The Organization: Regional District of Nanaimo

The Regional District of Nanaimo (RDN) is a regional district located on the eastern coast of Vancouver Island which provides a range of regional governance and municipal services to its member communities, cities, First Nations, and electoral areas. Communities within the regional federation include the municipalities of Nanaimo, Lantzville, Parksville, and Qualicum Beach, as well as seven unincorporated Electoral Areas.

Established in 1967, the Regional District of Nanaimo is British Columbia's third most populous Regional District out of 28 and is home to a population of over 155,000 people. The RDN is governed by a 19-member Regional Board comprised of twelve Directors from locally-elected municipal councils, and seven Directors elected by Electoral Area residents. Board members also sit on a variety of regional select and standing committees for key services, as well as the RDN Committee of the whole.

In recent years, the RDN has been recognized for its leadership among Canadian local governments in sustainable community development, improving services and quality of life for residents while reducing the environmental footprint of the region and dependence on limited resources.

The Opportunity: Director, Financial Services

The Director, Financial Services is an Officer position responsible for the statutory duties of the Corporate Financial Officer. This position provides effective leadership to the Finance Department, strategic fiscal support and advice to the Regional Board and Committees, and professional services to management and employees of the Regional District. The Director, Financial Services will also be responsible for the financial reporting, budgeting, asset and investment management, District purchasing, and property and liability insurance within the Regional District of Nanaimo.

In addition to ensuring return on financial assets by establishing key costing metrics as well as financial policies, procedures, controls, and reporting systems, The Director will manage all accounting and financial reporting functions including P & L preparation, financial metrics, and other KPI's. S/he will play a critical role in financial planning, budgeting, business development, and analysis, as well as providing direct oversight to accounting and administration functions, including human resources as it relates to payroll, benefits, new hires, potential terminations, and other policies.

The ideal candidate will possess the following qualifications and experience:

  • Undergraduate degree in accounting, business, or public administration;
  • Certified Professional Accountant designation;
  • A minimum of eight years' experience at a senior financial level in a local or regional government setting, including at least five years' supervisory experience;
  • Excellent leadership, interpersonal, written, and verbal communication skills;
  • Ability to translate strategic objectives and operational plans into action; ability to prioritize and set plans to reach the Regional District's financial objectives;
  • Solid business acumen, an appreciation for operations, and ability to see the big picture; is adaptable to a changing marketplace;
  • A range of senior and/or mid-level administrative experience in finance and accounting;
  • Proven track record of innovative and strategic financial decision-making, as well as experience in leading an organization to achieve aggressive performance goals;
  • Experience in dealing with competing agendas and diverse opinions, with a proven ability to draw upon intuition, conceptual skills, and leadership skills to find the best solutions; and
  • An understanding of/appreciation for complex, unionized public sector, local, and/or regional government organizations is preferred.
