Located on Vancouver Island’s beautiful central east coast, the Regional District of Nanaimo (RDN) is one of the most attractive areas in British Columbia to live and work. The RDN provides a variety of local and regional services to four municipalities and seven rural communities on Central Vancouver Island. Established in 1967, the RDN is British Columbia's fifth most populous Regional District, of 28 throughout the province, and home to more than 155,000 people.

The RDN is seeking a proven innovative and strategic leader with strong people skills and technological knowledge to lead the organization in its pursuit of effective and efficient e-government solutions and services focused on customer service and citizenship engagement. This position will play a key role in developing and implementing a digital strategy for the RDN, linking technological strategies to organizational goals and objectives while articulating complex ideas in a language that is understood by both technical and non-technical audiences.

Reporting to the General Manager, Corporate Services, the Manager of IT Innovation and Development provides strategic direction and guidance in IT and Geographical Information Systems (GIS) that support the RDN. This position leads a team using effective software methodologies to implement new web and mobile based functionality for the organization.

Some key examples of work include:

  • Providing leadership to ensure IT successfully enables and supports the efficient and effective achievement of business objectives.
  • Identifies and evaluates technology trends to determine technology directions, architectures and standards ensuring the district is working towards integrated technology systems.
  • Develops departmental goals and objectives to align with the goals and engagement needs of the organization.
  • Models and fosters a highly collaborative and openly communicative environment that is productive and that delivers results.
  • Identifies and establishes open solutions to meet current and future organizational needs.
  • Coordinates and prioritizes IT corporate initiatives.
  • Designs, monitors and implements security and disaster recovery plans.
  • Fosters a culture of innovation through hiring the best people for the job, followed up with mentoring, coaching and supporting their development.
  • Provides advice to the Board and Senior Management on IT vision, emerging trends, technology advancements, best practices and cost effective solutions.
  • Prepares and maintains appropriate policies and procedures for IT systems users.
  • Manages IT/GIS capital and operating budgets.
The ideal candidate will be future focused and have a proven record of managing complex, multi-site computer, telecommunication, and GIS systems. They will understand their fiscal responsibilities to an organization and have the ability to negotiate successful outcomes with limited resources and competing interests.

The successful candidate will hold a Bachelor’s Degree in Computer Science or Business Administration with one or more advanced post-secondary technology certificates. A minimum of ten (10) years current1 experience supporting the varied aspects of complex technology systems spanning multiple sites, and a minimum of five (5) years current experience formally supervising and leading staff, preferably in an IT setting.

  • Preference may be given to those with IT Management experience in a unionized, local government organization.
  • An equivalent combination of education, training and experience may be considered.
  • Membership in a professional computer association such as CIPS or MISA is preferred.
