French Creek Pollution Control Centre - Digester Tank Cleaning

Vendors are advised the Regional District of Nanaimo (RDN) intends to direct award an industrial cleaning contract to Walco Industries Ltd. to clean sand and silt from two digester tanks at its French Creek Pollution Control Centre and haul away the residual for disposal.

The RDN wishes to direct award for the following reasons:
  • Walco has performed this work successfully in the past and has the resources required to perform the work safely and within the RDN’s desired timeframe in order to minimize downtime.
  • The RDN has requested quotes from two other firms who have declined because they do not have adequate resources and cannot perform the work in the RDN’s desired timeframe.
  • RDN staff believes direct awarding this contract represents good value and quality for the taxpayers of the RDN.
  • To the best of the RDN’s knowledge, Walco is the only company on Vancouver Island that has the resources to perform the work. Removal and disposal of 100m3 within 5 (five) days.

Availability of adequate resources and being able to complete the work within 5 (five) days are the primary reasons to direct award.

Vendors wishing to challenge the RDN’s intention to direct award this work to Walco Industries Ltd. must submit their objection, in writing, via email to the following person before 3:00 p.m. PST on April 5, 2018:

Challenges must be submitted on company letterhead and be signed by an individual authorized to represent the company submitting the challenge. Challengers must clearly state the reasons why they believe they are qualified to undertake the work that is being proposed to be direct awarded and why the work should be competitively tendered.

The RDN retains the right to determine its future course of action depending on any responses received and to perform its due diligence as required prior to making a final decision.
