Alternative Approval Process - Gabriola Island Community Health and Wellbeing Contribution Service Establishment Bylaw No. 1892, 2023

Pending approval, the RDN is proposing to adopt "Gabriola Island Community Health and Wellbeing Contribution Service Establishment Bylaw No. 1892, 2023" ("Bylaw No. 1892") to establish a service for the purpose of providing a contribution towards community health and wellbeing initiatives within a portion of Electoral Area B (Gabriola Island) (the "Service Area").

Before the RDN can proceed, affected electors must approve Bylaw No. 1892 through an Alternative Approval Process.

The Alternative Approval Process (AAP) begins on Friday, January 19, 2024, and ends at 4 p.m. on Tuesday, February 20, 2024. The Elector Response Form is available below.  Electors who are opposed to this initiative can sign and submit an Elector Response Form during the AAP period. Electors who are not opposed do not need to do anything. The deadline for submitting an Elector Response Form for this AAP is 4 p.m. on Tuesday, February 20, 2024.

Qualifications for Electors

To sign an elector response form in relation to the alternative approval process (AAP), a person must either be a resident elector or a non-resident property elector (not both) within the boundaries of Gabriola Island (a portion of Electoral Area B of the Regional District of Nanaimo).

A Resident Elector must:

  • be 18 years of age or older;
  • be a Canadian citizen;
  • have been a resident of British Columbia for at least 6 months immediately before signing the Elector Response Form;
  • be a resident within the Service Area before signing the Elector Response Form; and
  • not be disqualified by any enactment from voting in an election or be otherwise disqualified by law.

A Non-Resident Property Elector must:

  • not be entitled to register as a resident elector in the Service Area;
  • be 18 years of age or older;
  • be a Canadian citizen;
  • have been a resident of British Columbia for at least 6 months immediately before signing the Elector Response Form;
  • have been a registered owner of real property within the Service Area for at least 30 days before signing the Elector Response Form;
  • not be disqualified by any enactment from voting in an election or be otherwise disqualified by law; and 
  • not hold the property in trust for a corporation or another trust.
  • If a property is owned by more than one individual, only one of them may sign an elector response form (with the written consent of the majority of the owners).
  • A person may register as a non-resident property elector in relation to only one parcel of real property in the Service Area.
